Just a shot I took last weekend in Elkins, West Virginia. The train was full of old people going to look at the fall colors:
This conductor was a very friendly man, and he showed me all his ribbons for long service, and if I wasn't so camera shy I would have gotten a picture of him with his ribbons on his chest.

Looks like an EMD F7 or possibly an even older F3.
My grandfather took me aboard a Lehigh Valley Railroad F7 in 1961 or '62. Your subject looks like an old Western Maryland unit. It was probably manufactured somewhere about 1956-57ish. No doubt the WM used it to haul incomprehensible amounts of coal out of West Virginia.
