This doesn't make much sense to me. The advantage of riding a bike is that you can go right to the front door with it, not park it a few blocks away in a garage. In Japanese:
We have bike lockers here in Indy, I did a blog about them a while back. Its hard if you commute by bike to find a safe place to put it. In Tokyo, just the lack of space, cramped stores and sidewalks, there is no place to just park in front. Everytime I came to a major intersection that had park space, it was crammed with piles of bikes.

I imagine the amount of bicycles on the streets of many Asian cities makes pulling up to the door and finding a place to park a bike difficult.
Still, I would be afraid that my bike would be the one that get caught in that vending machine like contraption.

I agree bike lockers are definitely needed at some high traffic areas.
