They're Waiting for the Rails

"...they want to see the rails in the ground before they make the investment. They're ready to rehab all the way up the hill.." - talking with a local building inspector who is in charge of prosecuting owners of vacant buildings in OTR.

Yes, if people haven't yet done anything with their property they're more than likely waiting for the streetcar. I've heard this is on more than one occasion with a variety of people looking to invest in the neighborhood. The bottom line is that without the streetcar many of these buildings aren't financially feasible to renovate.
